Abstract

Launched in 1986, the Ganga Action Plan (GAP) aims to reduce pollution of the Ganges, which is considered by the Hindus to be a sacred river. In 1994, the application of the 74th amendment to the Indian constitution, which aims to decentralize local affairs management, led to a reorganisation of GAP players. We will study the evolution of the Varanasi spatial and technical wastewater plan from the perspective of urban governance. We will analyze how this reform is perceived by the actors involved and how it provides the opportunity to reorganise their roles and relations, as well as the stakes and claims they hold.
