La notion de triche neutralisée entre fraude et « traduction »

Abstract

Une étude de terrain menée auprès de projets humanitaires réalisés en Inde dans un cadre relativement complexe (mécénat humanitaire français, délégation à des ONG locales, gestion de projet par une fédération internationale d'ONG basée en France) amène à subsumer la notion de triche en un continuum de déviances. Ces déviances vont de la fraude caractérisée à un irréductible résidu de déviation que constitue la traduction, notion définie par la théorie de l'acteur-réseau (ou Actor Network Theory, en abrégé ANT ). Dans ce continuum la distinction entre le bénéfique et le toxique acquiert le statut multidimensionnel d'une frontière mouvante, soumise à des exigences nécessairement évolutives et en partie tacites, qui tendent à remettre en cause les repères rassurants de l'audit et de la gouvernance
