Le citoyen au cœur de l'évaluation des politiques publiques locales

Abstract

Depuis une vingtaine d'années en France, l'évaluation est un thème couramment abordé chez les chercheurs en sciences économiques, sociales et politiques. Toute la difficulté de l'application aux politiques publiques locales réside dans la polysémie du concept et la multitude de pratiques s'y référant. L'objet de cette contribution est de préciser dans en premier lieu la relation existant entre contrôle et évaluation dans le cadre de politiques publiques locales. La focalisation de l'évaluation sur l'acteur citoyen semble constituer la spécificité de cette dernière. En second lieu, il s'agira de montrer à l'aide d'exemples que l'évaluation dans les communes françaises se construit sur la base de la relation élus/citoyens. Cette dernière impliquant l'émergence de nouveaux types d'outils, les pratiques managériales des élus locaux sont ainsi modifiées.
