Abstract

The french "pôle de compétitivité" are based on the principle that the relations between the actors of innovation allow to stimulate the diffusion of knowledge, that is to say the accessibility and the appropriation of the knowledge, necessary for the innovation. Considering the innovation process from the design process level, leads to underline that if the knowledge diffusion is a necessary condition of the innovation it is not sufficient. Taking into account the creative rationality stresses to underline the knowledge combination without which innovation cannot occurs. It leads to consider the knowledge production as the innovation condition. Thus the importance granted to the knowledge diffusion in academic literature is questioned. The question of the knowledge production being underestimated within the framework of the french "pôle de compétitivité", the spectre of the possible public actions is under estimated.
