Evaluation de la lutte anti-vectorielle : approche économique

Abstract

La mise en place de programmes de contrôle des affections implique leur évaluation. Si évaluer les résultats en termes de santé publique apparaît comme évident, l'évaluation économique, mesurée en termes de coût-efficacité, coût-bénéfice, de ces programmes doit être menée conjointement. Pour comprendre son enjeu, la nécessité de cette évaluation, le moment où elle doit être entreprise et la démarche qui doit être suivie, sont présentés. L'évaluation des programmes est un processus à plusieurs étapes. A chaque étape correspondent des indicateurs spécifiques. Les déterminer permet de poser la base des données à recueillir pour mener à bien l'évaluation. Deux méthodes d'analyse des données sont proposées. Une méthode simple qui conduit à l'analyse coûtefficacité et une méthode plus sophistiquée qui conduit à l'analyse d'impact. Si l'évaluation économique des programmes de contrôle des maladies est tout aussi importante que l'évaluation épidémiologique, elle ne peut être faite indépendamment des autres disciplines et doit être intégrée dans une approche multidisciplinaire.
