Abstract

L'amélioration de la santé en Afrique se trouve confrontée à de nombreux défis. Les ressources financières qui lui sont consacrées sont insuffisantes, mais les augmenter ne suffit pas. Il est essentiel de renforcer les systèmes de santé et d'améliorer l'efficience des dépenses de santé, publiques et privées. Dans la plupart des pays, les contraintes budgétaires sont fortes, mais il existe des marges de manoeuvre pour accroître les dépenses publiques de santé, qu'il s'agisse de financement interne ou d'aide étrangère. Il convient toutefois d'être particulièrement vigilant quant aux effets négatifs qui pourraient éventuellement en résulter sur différents éléments qui sont amenés à jouer un rôle important dans l'amélioration de l'état de santé. Les États se doivent d'exploiter avec pertinence toutes les possibilités d'augmenter les dépenses de santé dont ils peuvent disposer. La plupart d'entre eux ne peuvent se permettre de négliger les paiements directs, mais ceux-ci doivent être intégrés dans une stratégie de financement cohérente, soigneusement analysée et mise en oeuvre.
