De la numérisation à la convergence : le défi règlementaire

Abstract

Longtemps annoncé, le processus de convergence, entre des secteurs économiques historiquement disjoints – les télécoms, l'informatique, les contenus –, est en cours de réalisation. Il se heurte aujourd'hui à la difficulté de convergence de sa dimension réglementaire. Si les autres dimensions de cette convergence – la technologie, les usages et l'industrie – poussent à une harmonisation qui offrirait un cadre unique à des acteurs issus de secteurs différents, cette harmonisation se heurte aux différences structurelles entre les systèmes réglementaires en vigueur dans les télécoms et dans l'audiovisuel, qui relèvent de paradigmes différents. Sur ce plan, il n'y a pas convergence, mais une divergence qui exige l'affirmation d'un choix de l'un des paradigmes, qui s'avérera très structurant pour l'économie qui en résultera.
