La normalisation : enjeux industriels et scientifiques

Abstract

La normalisatiori fait aujourd'hui l'objet de nouveaux débats et questionnements inédits, aussi bien parmi les industriels que chez les scientifiques, pour s'interroger tout autant sur la nature des normes elles-mêmes que sur leur fonctions, leur impact et leurs conditions de mise en oeuvre. Ainsi, les formes et les effets de la normalisaiion dans l'industrie sont multiples et variés. Que ce soit au niveau des produits et des marchés avec les labels ou les appellations, au niveau de la production avec les normes techniques et les standards,ou au niveau des modes de gestion avec les normes ISO 9000, tous ces aspects de la normalisation viennent conditionner non seulement les activités des entreprises mais aussi les relations qu'elles peuvent entretenir avec leurs fournisseurs, leurs clients, leurs concurrents ou encore leurs partenaires. À cette incidence que la normalisation exerce de manière génerale sur l'organisation de l'industrie vient s'ajouter le rôle. quelquefois contesté, des instances de normalisation nationales ou internationales, des organismes certificateurs et, bien évidemment. de la puissance publique. Cette démultiplication des domaines couverts par la normalisation, jointe à la diversité et à l'évolution des normes elles-mêmes, a pour première conséquence de brouiller les enjeux industriels sous-jacents.
