L'économie sociale et solidaire a-t-elle un rôle amortisseur de crise ?

Abstract

L'Economie sociale et solidaire (ESS), dont l'existence et la cohérence ont été reconnues par la loi n°2014-856 du 31 juillet 2014, regroupe diverses activités, essentiellement tertiaires, qui obéissent à des logiques propres, en marge de la lucrativité classique et de la logique des pouvoirs publics. Longtemps négligée par la statistique publique, l'ESS est un peu mieux connue depuis que l'INSEE a produit sur la période 2005-2013 des données détaillées par statut juridique et secteurs d'activité sur les effectifs salariés (en nombre et en équivalent plein-temps), les établissements employeurs et la masse salariale. Nous verrons si l'on peut faire dire à cette brève série temporelle que l'ESS a un rôle amortisseur de crise, voire contra-cyclique.
