Abstract

La précision des termes, leur genèse et leur origine historique, chacun dans une langue donnée, sont importantes à connaître pour bien appréhender la logique et la dynamique des circulations transnationales des conceptions, idées, "référentiels" des politiques publiques. Les lieux et les acteurs de cette circulation évoluent même si l'analyse en termes de "forums" est pertinente pour plusieurs époques. L'article illustre d'abord ce point à propos de l'origine du terme "sécurité sociale", dont le premier usage politique appartient à Churchill. Ensuite, il explore tout particulièrement le fonctionnement des forums organisés autour de l'entité Union européenne. La langue dominante y est l'anglais, ce qui entache souvent gravement la qualité des recherches monolingues à son propos.
