Évaluations "expérimentales" : quelques leçons de l'histoire

Abstract

Loin de représenter une innovation théorique récente, l'évaluation fondée sur la comparaison d'échantillons, avec groupe de traitement et groupe de contrôle (en anglais, Random control trials evaluation - RCT) a une longue histoire. Sa réapparition dans les années 2000 s'explique par une série de facteurs sociologiques, dont l'action d'un groupe dynamique et déterminé d'économistes qui se consacrent à l'économie du développement et sont soutenus par de grandes organisations internationales. Pour le reste, le raffinement théorique et méthodologique récent ne modifie pas une donnée déjà connue depuis longtemps: la méthode par comparaison d'échantillons tirés au hasard ne s'applique vraiment avec pertinence que dans un nombre de cas restreint. C'est donc la pluralité des méthodes qui accompagnera vraisemblablement dans l'avenir les investissements nécessaires dans les méthodes et la théorie de l'évaluation des politiques publiques, qui implique plusieurs disciplines des sciences sociales.
