De la crise des subprimes à la crise mondiale

Abstract

La crise financière a surpris tous les observateurs. Peu de temps avant l'été 2007, nombreux étaient ceux qui anticipaient une forte augmentation des défauts sur les prêts hypothécaires à risque aux Etats-Unis, les fameux prêts subprimes. Mais personne n'imaginait que cela pourrait déboucher sur une crise économique d'une ampleur inédite depuis 1929. Comment en est-on arrivé là ? Comment la crise immobilière américaine a-t-elle dégénéré au point de contaminer la totalité du système bancaire et financier ? Quelle a été la réponse des autorités ? Comment mieux réguler le système bancaire et financier ? Un an après les premiers soubresauts, le Conseil d'analyse économique publiait un rapport traitant de la crise des subprimes. La crise n'était pas finie mais, pensait-on alors, le pire était derrière nous. Les autorités monétaires avaient réagi promptement pour venir en aide aux institutions financières les plus fragiles (Northern Rock, Bear Stearns, Freddie Mac et Fannie Mae...). C'était sans compter sur l'onde de choc que la faillite de Lehman Brothers allait provoquer. L'optimisme prudent qui régnait à la fin de l'été 2008 a soudainement laissé place aux pires craintes. La crise financière a alors atteint son paroxysme et s'est étendue au reste de l'économie. Cet ouvrage actualise et prolonge les analyses du précédent rapport. Il approfondit trois questions clés : Comment la crise s'est-elle propagée ? Comment en sortir ? Comment rendre le système financier plus stable ?
