Abstract

Les "services publics informationnels" tels que l'éducation, la formation, et plus généralement les services de l'Administration co-produits entre administrés, ou clients, et services prescripteurs, qu'ils soient marchands ou non marchands, sont des types d'information qui peuvent être véhiculées à distance par les Technologies de l'Information et de la Communication (TIC). En synergie avec les TIC, l'informatiuon prend une importance croissante comme ressource productive et variable stratégique. Sa possession procure à son détenteur un avantage économique que nous analysons en termes de "rente informationnelle". L'information devient de ce fait un élément de concurrence entre agents économiques, publics et privés, qui développent des stratégies informationnelles. La notion de "concurence informationnelle" est ainsi introduite pour analyser les politiques informationnelles des Collectivités territoriales développées pour favoriser le développement économique et social local.
