Abstract

Bien qu'il soit délicat pour un expert étranger (outsider) d'en juger, l'ardeur réformatrice a pris son élan en Algérie avant même les événements de 1988, lorsqu'il fallut faire face à la crise de l'économie provoquée par la baisse du prix des hydrocarbures de 1985-86. En me référant à mon expérience, la diversification des exportations algériennes au-delà des hydrocarbures, thème récurrent, et la mise à jour des savoirs sur les économies centralement planifiées et leurs réformes diffusés aux futurs cadres algériens, économistes et statisticiens, thème avant-coureur de réformes en Algérie même, étaient dès 1986-87 des domaines d'interrogation sur lesquels les autorités algériennes sollicitaient des avis internationaux.
