Abstract

This paper is concerned with the difficulty of taking into account long term health effects in an economic valuation. Since health effects are due to past and cumulative exposure to adverse risk factors, a delay occurs between the implementation of an abatment policy and the obtention of the whole expected health benefits. A methodology is developped and make possible the estimation of these delays for mortality related health benefits. An application to air pollution abatment policies is carried on within a formal cost-benefit analysis, considering several parameters. The main findings are that benefits corresponding to long term health effects should be divided by a factor of 1,6 to 2,5 when incorporated in a cost-benefit analysis. Moreover, the discount rate is found to have opposite effects on the results depending on the method chosen to value benefits.
