Abstract

Im Rahmen eines Forschungsvorhabens für das BMWK hat die GWS zusammen mit Prognos die gesamtwirtschaftlichen Effekte von Klimaschutzmaßnahmen berechnet. Die direkten Wirkungen der Maßnahmen im Energiebereich sind in bottom-up Modellen der Prognos AG ermittelt worden. Die gesamtwirtschaftlichen Effekte sind darauf aufbauend mit dem Modell PANTA RHEI der GWS bestimmt worden. Die Szenariorechnungen zeigen, dass die in den Jahren 2021 bis 2023 beschlossenen Klimaschutzmaßnahmen gesamtwirtschaftlich positiv wirken. Dazu führt in erster Linie die Annahme der Zusätzlichkeit der Klimaschutzinvestitionen. Die zentralen Ergebnisse werden in den Schlaglichtern der Wirtschaftspolitik vorgestellt und eingeordnet.
