Abstract

We present a methodology for calculation of X factor applied in the electricity distribution sector in Brazil that possess advantages compared with the one defined by Resolution ANEEL no 55, of 05.04.2004. Drawing from the international experience, the methodology strengthens aspects of incentives to efficiency of the sector as well as reduces the problem of asymmetric information faced by the regulator. A study with a significant sample of 42 distribution companies is carried out, which are ranked by the technical efficiency criterion using DEA technique.
