Il welfare europeo come strumento di soft power

Abstract

In uno scenario caratterizzato da crisi multiple e crescenti disparità territoriali, l’Unione Europea utilizza spesso le politiche di welfare per promuovere la coesione sociale e territoriale e mitigare tensioni interne. Questo contributo analizza come tali politiche contribuiscano alla stabilizzazione delle regioni periferiche e alla mitigazione delle tensioni sociali, e come nel contesto della governance globale l’Europa sociale agisca come una forma di “soft power†, offrendo ipotesi alternative di ordine normativo e politico. Il lavoro integra l’analisi di narrazioni politiche e quadri normativi con casi di studio per far emergere le implicazioni della politica di welfare sulle disparità regionali e sulle strategie di investimento sociale nell’ambito dell’Unione Europea.
