La modernización campesina bajo la lupa: explorando el impacto del programa Sierra Productiva a nivel de distritos

Abstract

A pesar de la importante magnitud alcanzada por Sierra Productiva durante casi 20 años de intervención –tanto en términos de cobertura como de incidencia en la política nacional–, no se contaba con una evaluación sobre el alcance real de sus resultados a nivel agregado, e incluso las evaluaciones del caso eran casi inexistentes. Utilizando información intercensal, este estudio compara las trayectorias de los distritos donde ha intervenido el programa, con respecto a aquellos distritos comparables donde este no ha actuado, sobre un conjunto de indicadores en los que busca tener efectos. Ello para comprender la verdadera dimensión de Sierra Productiva sobre el desarrollo de las zonas rurales de la sierra del país donde ha estado presente. Finalmente, se busca contribuir a la consolidación de un sistema de aprendizaje de las experiencias de desarrollo rural en la sierra peruana.
