Entree rapide ou tardive dans une union economique?

Abstract

Nous partons de l'exemple de la Pologne; est-il favorable ou non pour ce pays, ou pour les autres pays d'Europe Centrale, d'entrer rapidement dans l'Union Europeenne ou, au contraire, d'entrer tardivement. L'entree rapide permet de disposer d'une aide plus importante de l'Union,impose de realiser rapidement les reformes necessaires, mais detruit une partie du capital en place en ouvrant brutalement le pays a la concurrence etrangere. L'entree tardive permet de realiser progressivement les reformes, evite la destruction du capital, mais reduit l'aide de l'Union et les inciatations a mettre en place les reformes necessaires.
