Vers un developpement durable au sens fort: la necessite d'une approche par type de ressource naturelle. Le cas de la gestion de l'eau

Abstract

Une des questions importantes que pose le concept de developpement soutenable est le conflit qui peut exister entre des objectifs economiques et des objectifs ecologiques. Selon certaines approches, la conservation, l'amelioration, le recyclage d'une grande partie des actifs naturels utilises, consideres comme un "capital critique" apparaissent comme des objectifs plus importants que le simple amortissement de ceux-ci. Une gestion durable au sens fort doit tenir compte des caracteristiques propres du milieu et proposer des strategies variables selon les conditions d'application pour respecter les particularites ecologiques locales; elle implique par consequent une approche par element naturel, c'est-a-dire par type de ressource ou de milieu naturel, au contraire d'un developpement durable a objectif purement economique (au sens faible) dont la gestion peut etre menee a un niveau macroscopique. L'eau,en particulier en zones mediterraneennes, peut etre consideree comme presentant les caracteristiques d'un capital critique.
