Atención a la dependencia en Cataluña: retos y propuestas

Abstract

El sistema de dependencia en Cataluña, ha universalizado el acceso a los cuidados, pero arrastra un desequilibrio estructural: infrafinanciación, lentitud administrativa, fragmentación entre el ámbito social y el sanitario, y una elevada carga familiar asumida de forma desproporcionada por mujeres. Las listas de espera siguen siendo una barrera crítica, y la mortalidad en espera de atención evidencia la urgencia de reformas. A pesar de estas limitaciones, el SAAD ha generado empleo, ha reducido hospitalizaciones evitables y ha contribuido a la economía, pero sobre una base frágil y desigual, con una financiación estatal insuficiente e incierta. El documento concluye que Cataluña se encuentra ante un punto de inflexión: es necesario reforzar la atención domiciliaria y comunitaria, odernizar las residencias, profesionalizar los cuidados, integrar sistemas de información y estabilizar la financiación para construir un modelo coherente con el deseo mayoritario de la ciudadanía de vivir y envejecer en casa, con apoyo, autonomía y dignidad.
