Instituciones, envejecimiento y equidad intergeneracional

Abstract

España, como otros países desarrollados, afronta un desafío intergeneracional sin precedentes: el agotamiento del dividendo demográfico, un sistema político estructuralmente sesgado hacia las generaciones mayores y un Estado del bienestar diseñado para una realidad que ya no existe. Este artículo analiza los mecanismos institucionales que perpetúan ese sesgo y propone tres reformas: garantizar representación política de las generaciones futuras; implantar reglas fiscales con perspectiva intergeneracional; y adaptar el Estado de bienestar a la nueva longevidad mediante jubilación flexible, cobertura efectiva de la dependencia y adhesión automática al ahorro. La tesis central es que el obstáculo principal no es económico sino institucional: sin reglas que corrijan el sesgo político del envejecimiento, ningún pacto intergeneracional será duradero.
