Sobre la propuesta de reforma de la financiación autonómica: Un primer análisis

Abstract

Tal como se había anunciado, a la vuelta de Navidades el Gobierno ha convocado una reunión del Consejo de Política Fiscal y Financiera (CPFF) para presentar su propuesta de reforma del Sistema de Financiación Autonómico (SFA), que lleva tiempo negociando con ERC. Las líneas generales de la propuesta se han avanzado en una rueda de prensa de la ministra de Hacienda y en una serie de materiales hechos públicos por el Ministerio o enviados a las CCAA (MH, 2026 a, b y c). Apoyándose en estos materiales, y a la espera de una mayor concreción de algunas cuestiones importantes, la presente nota resume lo que se conoce de la propuesta del Gobierno, cuantifica sus implicaciones simulando sus efectos con datos de 2023, el último año liquidado del SFA, y ofrece una valoración preliminar de la misma.
