¿Qué hacer mientras llega la reforma de la financiación autonómica?

Abstract

Dada la ausencia de consenso sobre el tema, parece improbable que la ansiada reforma del sistema de financiación autonómica pueda materializarse antes de la próxima legislatura. Mientras tanto, sería deseable aprovechar el tiempo para ir avanzando en ciertos trabajos preparatorios de carácter técnico y, sobre todo, para ir introduciendo en el sistema algunos retoques que podrían implementarse sin necesidad de un gran acuerdo general. Estos retoques deberían comenzar a abordar los principales problemas del modelo actual, introduciendo modificaciones en su funcionamiento y resultados que faciliten y dejen bien encarada la fase final de la reforma.
