El Futuro del Ferrocarril de Mercancías en España

Abstract

El ferrocarril de mercancías solo constituye el 5% del transporte de mercancías interior en España. Esto contrasta con la situación en la mayor parte de los países europeos y con el objetivo de que alcance el 30% del transporte para 2030 en el marco de la Unión Europea. En este trabajo se analizan las limitaciones específicas del caso español que tienen que ver con las características de la infraestructura y la posición de desventaja de los operadores privados en comparación con Renfe Mercancías. Se proponen reformas orientadas a mejorar la competencia en el sector y disminuir sus costes. Estas reformas implican un cambio en la orientación de las inversiones, de modo que faciliten el aumento del tráfico de mercancías y la puesta en el mercado de material rodante excedentario además de la regulación del servicio de mantenimiento. Asimismo, se hace necesario reformar la gestión de Renfe Mercancías y plantear su viabilidad a largo plazo, así como su dependencia del Ministerio de Fomento.
