Las reformas de la financiación autonómica: conflictos y complejidad

Abstract

En el presente artículo se ofrecen algunas reflexiones sobre los conflictos y la complejidad que acompañan a cualquier reforma de la financiación autonómica. Los temas a tratar incluyen la cuestión básica de si realmente queremos descentralizar o no, el contenido de los grandes principios que han de guiar la descentralización y los posibles conflictos entre ellos, el posible papel de la gradualidad en la eliminación de la restricción de statu quo y la menor forma de organizar la negociación sobre el tema.
