Los retos del sistema de la dependencia en España

Abstract

Pronto se cumplirán 20 años de la aprobación de la Ley Autonomía y Atención a la Dependencia (SAAD). La pregunta que debemos hacernos hoy, con los datos en la mano, es si ese derecho se ha consolidado o si, por el contrario, seguimos atrapados en un esquema de promesas a medio cumplir, una financiación inestable y una cierta desigualdad territorial que aún no sabemos si es positiva (derivada de la adaptación a las personas y el territorio) o negativa (basada en criterios arbitrarios).
