Comentarios al Proyecto de Ley de Industria y Autonomía Estratégica

Abstract

Desde diciembre de 2024 se encuentra en periodo de enmiendas en el Congreso de los Diputados el Proyecto de Ley de Industria y Autonomía Estratégica (PLIAE en adelante). Esta nueva ley responde a una de las reformas comprometidas por España en el Plan de Recuperación Transformación y Resiliencia (hito nº 176) e inicialmente tenía prevista su entrada en vigor para el último trimestre de 2023. En la descripción de este hito se indicaba que, como resultado de esta nueva ley, se produciría una mejora de la coordinación, de la calidad y seguridad industrial, así como una actualización del sistema de infracciones . El título de la ley se ha ampliado en el Proyecto actual añadiendo “autonomía estratégica”, lo que da cuenta de la relevancia adquirida por este concepto en los años transcurridos entre la elaboración del PRTR y el momento actual. Cuando se apruebe, esta nueva Ley vendrá a sustituir a la Ley 21/1992, de 16 de julio, de Industria, poniendo al día un marco normativo que, después de más de 40 años, se encuentra desfasado en objetivos e instrumentos.
