El Pacto de Toledo en su 35º aniversario: La singularidad de una institución española

Abstract

El Pacto de Toledo (PT) supone pues la deWnición de un marco concreto de lealtad institucional, que supone no sólo la necesidad de llegar a acuerdos aplicables con interlocutores sociales y políticos, sino de mantener la legislación acordada por mayorías parlamentarias diferentes a la existente en cada momento. Algo inexistente en otros planos de la política. Este hilo conductor amplio, que tiene dimensiones en el tiempo, en el espacio político y en el entorno social, es el que contemplan admirados países de la Comunidad Iberoamericana de Naciones, y que ha inspirado consensos como el obtenido en Chile, precisamente para cancelar la reforma Piñera, cuya reivindicación movilizó a los grupos políticos del PP, PSOE, CiU y PNV para encontrar una línea de defensa común del sistema de reparto.
