El Pacto de Toledo. Lo que fue y lo que es

Abstract

Se analiza la evolución de este mecanismo desde su aprobación en 1995, hace 30 años. El Pacto de Toledo fue el resultado de un largo debate de más de dos años en el que participaron un número no demasiado amplio de personas pertenecientes a la Seguridad Social y las principales organizaciones sindicales y partidos políticos. En él se acordaron los elementos esenciales de un modelo de Seguridad Social que se presentaba colectivamente a la sociedad, renunciando a buscar réditos políticos de corto plazo a través de la defensa de posturas populistas de máximos. El modelo acordado diferenciaba las prestaciones contributivas de las no contributivas y universales, estableciendo distintas fuentes de financiación para cada una de ellas.
