Financiación Universitaria: Desafíos y Soluciones Potenciales

Abstract

Algunos de los desafíos fundamentales de los sistemas universitarios de los países desarrollados son la regresividad de la financiación vía impuestos generales; la presión en sus presupuestos públicos ocasionada por el incremento del número de estudiantes; el bajo rendimiento de sus instituciones universitarias y estudiantes; o el acceso desigual por nivel socioeconómico. Este trabajo analiza como un cambio del sistema actual financiado con impuestos generales, por uno basado en préstamos contingentes a la renta podría ayudar a dar solución a varios de estos problemas. El estudio analiza las implicaciones de eficiencia y equidad de cuatro sistemas habituales (financiados por impuestos o préstamos), con una aplicación especial para España.
