¿Qué nos dicen las Cuentas Territorializadas? Algunas reflexiones con cinco años de datos

Abstract

En esta nota se resume muy brevemente la metodología del nuevo Sistema de Cuentas Públicas Territorializadas (SCPT), se analizan los resultados correspondientes a los ejercicios 2005 y 2011-14 y se comentan algunas de sus implicaciones. Un resultado central del análisis es que lo que podríamos denominar el componente de los saldos fiscales regionales que resulta potencialmente preocupante desde la óptica de la equidad territorial es relativamente reducido. Los saldos generados por partidas presupuestarias cuya distribución podría ser cuestionable desde esta perspectiva se sitúa en torno a los 11.000 millones de euros, o un 1% del PIB nacional. Los posibles problemas parecen ser, por tanto, de una magnitud manejable.
