COMPETENCIA EN EL TRANSPORTE INTERURBANO DE VIAJEROS POR CARRETERA. Análisis económico de los procesos de licitación y su influencia sobre las tarifas

Abstract

El transporte interurbano regular en autobús de uso general, de acuerdo con la Ley 16/1987 de Ordenación de los Transportes Terrestres (LOTT), comprende aquellos trayectos con un itinerario preestablecido con sujeción a horarios y calendarios prefijados, tomando a los pasajeros en paradas fijas entre distintos términos municipales. Así, quedan fuera de esta definición y de nuestro análisis tanto el transporte discrecional de pasajeros como el transporte regular dirigido a colectivos especiales, básicamente laboral y escolar. Además, el transporte regular nacional se divide, según un criterio de territorialidad, entre itinerarios que transcurren entre municipios pertenecientes a distintas CC.AA e itinerarios entre municipios de una misma comunidad. En el primer caso, se trata de concesiones estatales dependientes del Ministerio de Fomento, mientras que en el segundo, las concesiones dependen de la correspondiente Administración autonómica.
