Does Under-Investment Contribute to the Canada-U.S. Productivity Gap?

Abstract

Many commentators have pointed to the productivity gap between Canada and the U.S. as evidence of a Canada–U.S. investment gap. In this paper we examine whether this hypothesis is plausible using a variety of different models of growth, and a variety of different data sources. We find, as other have done before us, that Canada does indeed lag behind the U.S. in investment in machinery and equipment, and investment in R&D, although not in investment in overall physical capital or in human capital. However, it is by no means clear that the investment gaps we have found could be responsible for much of the Canada–U.S. productivity gap. The gap in machinery and equipment investment appears to be largely offset by the greater quality of the Canadian machinery and equipment capital stock. On the other hand, the R&D investment gap appears to be too small to be responsible for much of the productivity gap, unless R&D spillovers are both implausibly large, and largely confined within national boundaries. Ce document vérifie la plausibilité de cette hypothèse en s’appuyant sur divers modèles de croissance et sur différentes sources de données. Nous constatons ici, comme d’autres l’ont fait avant nous, que le Canada tire effectivement de l’arrière par rapport aux É.-U. aux chapitres des investissements dans les machines et le matériel et dans la R et D, bien que ce ne soit pas le cas des investissements dans le capital matériel et le capital humain. Par contre, il n’est en aucune façon clairement établi que les écarts constatés dans les investissements pourraient être à la base de tout écart significatif de productivité entre le Canada et les É.-U. L’écart dans les investissements dans les machines et le matériel semble largement compensé par la plus grande qualité des immobilisations canadiennes en machines et matériel, tandis que l’écart des investissements de R et D semble trop faible pour qu’on puisse lui attribuer tout écart de productivité notable, à moins que les retombées de ces investissements soient à la fois, ce qui est peu plausible, peu importantes et limitées aux frontières canadiennes.
