NEET: una categoria attraente, ma elusiva. Giovani che non lavorano e non studiano in Italia e in alcuni paesi europei

Abstract

Il paper investiga le caratteristiche salienti e l’evoluzione dei giovani Neet in Italia, confrontate con i percorsi dei Neet di quattro paesi europei, dal 2013 al 2018. In via preliminare, si discute della categoria dei Neet: dei vantaggi che offre e dei rischi di elusività ai quali è esposta. Si presenta quindi il piano delle analisi. Nell’Unione Europea la popolazione dei Neet raggiunge il massimo nel 2013: su tale anno verte larga parte delle analisi empiriche. Si esamina la variabilità del tasso di Neet nel quadro della distribuzione dei giovani per formazione e per occupazione. Si analizza poi la variabilità dei Neet con riferimento a un contenuto insieme di variabili socio-demografiche e se ne propone una classificazione rispetto alla disponibilità/ricerca di lavoro. Infine, si dà conto dell’evoluzione dei Neet nel periodo 2013-18 e della loro diffusione nel 2018.
