Regenerative Climate Economics: A Capital Architecture for the Age of Permanent Crisis

Climate adaptation fails repeatedly, and not for want of money. It fails because the capital systems used to finance it are misaligned with the physical and temporal dynamics of climate risk. Using Regenerative Cycle Architecture, this paper shows that adaptation is governed by a political fragility cycle: short electoral cycles override the long, recurring lifetimes of climate assets. Grants, debt, insurance and annual appropriations are single-cycle or liability-bearing instruments, and each is structurally incompatible with multi-cycle mission demand. The paper defines PSC-C, the political-fragility mode of Perennial Social Capital, and argues that its function is not financial but constitutional: it separates capital cycles from political cycles so that pumps, levees, coastal buffers, cooling centres, fire equipment and drought infrastructure are replaced predictably across government turnover. The formal content is a single constraint — the capital activation schedule is fixed ex ante and invariant to the political cycle — and shows that this is ghadamian2025rca's decoupling condition written on the schedule rather than the stock, which is the stronger statement and the one that rules out silent deferral. Extended globally they yield a Global Regenerative Climate Fund: a federated, cycle-governed, zero-liability architecture supplying the institutional substrate that COP21 and the Green Climate Fund do not.
