Abstract

This paper discusses the challenges in empirically assessing the impact of large-scale Research and Innovation (R&I) funding programmes, particularly those under the European Union. It explores key methodological issues such as identifying aggregate effects and spillovers, estimating long-term results and impacts, mediation analysis challenges, heterogeneity within funding programmes, and pitfalls of established econometric methods. The paper also provides potential remedies to address these challenges and presents an ideal empirical analysis framework.
