Abstract

The evaluation of the European Union’s research and innovation (R&I) policies is crucial for understanding their effectiveness and guiding future policy decisions. This paper addresses the need for a robust model to assess the ex-ante impacts of EU R&I policies, particularly in the context of the Framework Programme (FP). We present a comprehensive model designed to evaluate the potential outcomes of EU R&I policies before their implementation. The model integrates various economic and innovation indicators, such as research outputs, patent applications, and economic growth, to provide a holistic assessment of policy impacts. By leveraging data from previous FPs and leveraging state-of-the-art econometric techniques, our model offers policymakers a tool to simulate different policy scenarios and assess their potential benefits and drawbacks..
