Hoe het loon van een burgemeester de bevolkingsgroei en bouwvergunningen van een gemeente bepalen

Abstract

Het loon van de burgemeester en schepenen, en het aantal schepenen en gemeenteraadsleden worden bepaald volgens het aantal inwoners van de gemeente. Daarbij doen zich sprongen voor bij bepaalde bevolkingsdrempels. Belgische gemeenten die bijna de bevolkingsdrempels bereiken waarbij het loon verhoogd en het aantal gemeenteraadsleden uitgebreid wordt, kennen een sterkere bevolkingsgroei dan andere gemeenten. Gemeenten net onder de bevolkingsdrempel reiken merkbaar meer bouwvergunningen uit voor appartementen en renovaties. De bijkomende bouwvergunningen vallen vooral in de eerste jaren na de verkiezingen zodat de bevolkingsgroei het grootst is een jaar voor de relevante meetdatum.
