Klimaatbeleid na 2020: mag het iets meer zijn?

Abstract

De vrijwillige emissiereducties die landen beloofd hebben in de aanloop naar de klimaattop in Parijs zullen de groei van de uitstoot vertragen maar ze volstaan niet om de opwarming op termijn onder 2°C te houden. De grootste uitdaging voor het internationale klimaatbeleid op lange termijn is de vraag hoe de grote voorraden fossiele energie in de grond gehouden kunnen worden. Om de Europese 2020 doelstellingen voor broeikasgasemissies en hernieuwbare energie te behalen, zullen we in België een beroep moeten doen op internationale certificaten omdat de interne maatregelen onvoldoende blijken. De discussie tussen de regio’s en de federale overheid over de verdeling van de EU-doelstellingen voor 2020 is achterhaald en futiel in het licht van de reducties die we tegen 2030 zullen moeten halen. Een effectief en ambitieus klimaat- en energiebeleid vereist een doorgedreven samenwerking en afstemming tussen alle beleidsniveaus en -domeinen, veel meer dan momenteel het geval is in België.
