L’accompagnement et les trajectoires d’insertion des jeunes bénéficiaires d’un contrat d’insertion dans la vie sociale

Abstract

Nous cherchons dans cet article à évaluer les conséquences d'une intensification de l'accompagnement sur le degré d'insertion professionnelle des jeunes bénéficiaires du contrat d'insertion dans la vie sociale (Civis). Mis en œuvre dans le réseau des missions locales, le dispositif Civis a pour objectif l'accompagnement des jeunes de 16 à 25 ans peu ou pas diplômés vers l'emploi. Créé en 2005, il fait suite au programme Trace, pour trajet d'accès à l'emploi. Les données disponibles proviennent de l'application Parcours 3 développée pour suivre les jeunes dans ces missions. Cette source est constituée en données de panel. Nous obtenons un impact positif, net et robuste, de l'intensification de l'accompagnement des jeunes sur leur insertion professionnelle. Les conséquences défavorables de la crise économique, au troisième trimestre de l'année 2008, sont particulièrement visibles dans nos données.
