Gouvernance contre souverainisme. Les origines et les conséquences du conflit euro-américain

Abstract

Il y a aujourd’hui, autour de la mondialisation, un débat politique majeur qui porte surla manière de l’organiser politiquement. Deux conceptions sont potentiellement encompétition. Ces deux conceptions ne sont naturellement ni radicalement contradictoires niirrémédiablement opposées. Mais elles expriment malgré tout deux visions divergentes del’ordre mondial. La première vision est celle de la gouvernance. Elle est potentiellement incarnée parl’Union européenne. La seconde est celle du souverainisme. Elle est incarnée par les Etats-Unis. La problématique de la gouvernance renvoie à l’idée d’un dépassement des logiquesinterétatiques classiques grâce à une substitution de la norme stable, collective et négociée,au choix régalien et réversible de l’Etat nation.
