Abstract

Les débats sur la "capacité internationale" de l'Union européenne se focalisent pour l'essentiel sur laPolitique Etrangère et de Sécurité Commune et aboutissent le plus souvent à reprendre la formule de MarkEyskens selon laquelle l'Union est un géant économique mais un nain politique. Mais si on écarte la notionde politique étrangère, dénuée de toute valeur juridique, pour s'attacher aux relations extérieures de l'Unioneuropéenne, beaucoup plus effectives, il s'avère que sa capacité internationale peut apparaître toutedifférente. L'Union européenne demeure à ce jour, dans le contexte de l'après guerre froide et de laglobalisation, une puissance civile qui n'entretient presque exclusivement que des relations économiquesavec les pays tiers. La stratégie de tout acteur international, sauf à être abstraite et volontariste, doit sefonder tant sur l'analyse de sa nature et que sur celle de la scène internationale. La globalisation, si ellen'écarte pas, loin s'en faut, la guerre comme mode de régulation des rapports entre les Etats, lui substituepour l'essentiel ce que les Anglo-saxons qualifient de "soft security", l'utilisation des outils économiques àdes fins politiques.
