La institucionalización de la evaluación del desempeño en las administraciones públicas

Abstract

Este trabajo presenta una doble introducción a la reflexión sobre la viabilidad y concreción de los sistemas de evaluación del desempeño en las administraciones públicas españolas. En un primer bloque de contenidos (apartados 2 a 4) se ofrece una aproximación teórico-conceptual, mientras que en los apartados 5 y 6 se revisan una serie de experiencias internacionales de evaluación del desempeño en distintas organizaciones del sector público, esencialmente vinculadas a la retribución por rendimientos, a modo de prácticas a considerar en el diseño de sistemas adaptados a nuestra realidad administrativa. Finalmente se destacan las lecciones que cabría considerar de las experiencias analizada.
