Abstract

This study shows that financing municipalities in Mexico is a segmented market. On the one hand, metropolitan and large municipalities have access to funds through the traditional, though efficient, channels such as commercial banking loans or the money-bond-market. In this sense these concentrate their efforts to reduce the debt service payments. On the other, for the remaining ninety percent of municipalities it is difficult to obtain funding for their infrastructure projects. We argue here that this could be a potential role for the Development Banking in Mexico. For this to happen a change in legal framework should occur.
