Growth of agriculture production requires new approach

Abstract

For improvement of the food-supply of the country and normal income providing employment, agriculture assumes vital importance. Measures of economical stimulation in the agrarian sphere which constitute 9.1 percentages of the GDP and 37.1 percentage of the employment (2013 year) induced the growth in the agriculture production in the XXI century. Economical subjects carrying out activity in the agrarian sphere at present have a right to receive 4 types of subsidies (plant growing sector 3, cattle-breeding 1). Exempting agriculture producers from taxes (with exception of land tax) the Tax Code and the Law "On granting timed tax remissions to agriculture producers" create opportunity by reducing expenses to work profitably and to be competitive in the market. But inadequacy of share of the agriculture in the GDP and employment of population shows that development opportunities of this area are not fully used. In order to prove this idea is made statistical analyses of production level of agriculture of Azerbaijan in the seventieth years of the last century and experience of the world states. At the analysis are examined opportunities for achievement of fundamental changes in the agrarian sector with the help of additional economic stimulus (the state purchases by guaranteed prices, concessionary loans).
