Educación no-formal en la reforma peruana

Abstract

La Ley General de Educacion del Peru, concibe toda actividad educativa como responsabilidad social de la comunidad, convirtiendo a los nucleos comunales en los principales agentes del proceso. La aplicacion practica de la reforma educacional, mostro que no existian condiciones objetivas para concretar las metas planteadas, a la vez que origino problemas en relacion con el magisterio. Los principales obstaculos enfrentados por las experiencias educativas implementadas fueron: a).la falta de una politica explicita hacia los adultos; b).los valores culturales de tipo escolarizado como barrera insuperable; c).la falta de articulacion de las acciones; d).la falta de cuadros medios capaces de poner en practica la multiplicidad de programas planteados; e).la oposicion de empresarios y propietarios a los programas de capacitacion de los trabajadores; f).la no-participacion activa de la comunidad en las acciones; g).la participacion del Estado como unico responsable de la reforma.
