Políticas de desarrollo productivo en el ámbito subnacional: fundamentos, instituciones y gobernanza comparada en la Argentina, el Brasil y México

Abstract

En este estudio se examina y se propone un marco conceptual para estudiar las políticas de desarrollo productivo en gobiernos subnacionales, con enfoque en tres países federales de América Latina: Argentina, Brasil y México. Se analiza la manera en que la complejidad de la estructura económica y las dinámicas institucionales condicionan y favorecen formular, implementar y evaluar las políticas de desarrollo productivo. Se propone una tipología de territorios que distingue entre provincias o estados de mayor desarrollo relativo, economías primarizadas y jurisdicciones en transición impulsadas por un auge reciente en recursos naturales o clústeres emergentes. También se presenta un marco analítico de nueve módulos que ordena el ciclo de vida de las políticas de desarrollo productivo, desde la identificación de objetivos y recursos hasta los mecanismos de gobernanza y monitoreo. Asimismo, se examinan los desafíos de gobernanza multinivel, las tensiones fiscales y las capacidades técnicas, operativas, políticas y prospectivas necesarias para fortalecer la acción pública en el territorio. En el estudio se aportan elementos conceptuales y evidencias empíricas para comprender mejor las posibilidades y límites de las políticas de desarrollo productivo subnacionales en América Latina y el Caribe.
