Bases y propuestas para la reestructuración del sistema centroamericano de integración

Abstract

Presenta los elementos positivos y rescatables más importantes del pasado, así como los que tendrían que modificarse a la luz de las nuevas realidades, además de una descripción analítica de los acontecimientos más recientes, tanto en el ámbito externo como en el regional, que hacen más imperiosa la integración. Enuncia algunas proposiciones básicas para reorientar al proceso de la integración. Con base en un análisis del mandato del PAECA, en materia de reestructuración, fortalecimiento y reactivación de la integración, se concluye que es necesario iniciar cuando antes un proceso que comprenda tres campos de acción convergentes, con un período de simultaneidad. Finalmente se menciona, a título ilustrativo, algunas áreas de integración que cubriría el nuevo esquema y sugieren ciertos elementos y características que podría tener el nuevo tratado.
